I'm building a large 4' by 7' enclosure for my tegu Lucious. I wanted to get some suggestions on the substrate I should use, preferably not one that is too expensive. If I could get some feedback, that would be awesome!!!

I am no expert but I know the sand will NOT hold the humidity your gold will need. Additionally if it where my tegu I would be concerned about harmful things in the sand. The same reason you see it recommended to use plastic plants instead of outside plants for your enclosure.
I like T-Rex Forest Bed Expandable Substrate (Giant Size-12"x12"x6"
$20 a block that expands 7-8 times. This stuff holds humidity and burrow great. I then cover that with Exo-Terra Forest Bark. You can get good deals on both products at the link below. If you want a cheaper solution you can purchase cypress mulch from home depot. Here in FL the stuff is only $2-3 a bag I just like the other stuff as the cypress mulch will not allow them to create tunnels and a burrow.
