First of all, you fill your sink or whatever you are using about 1/2 inch deep. The water must be warm to the touch, about 105 degrees F to be percise. Once you put your uro in the water dont touch it for 5-10 minutes. If it is drinking and you keep on touching it, it will vomit. So once you put it in the water it will usually put its head down and drink. Dont worry it is still breathing. After it is done drinking wait at least two minutes before you touch your uro. After that two minutes gently pour water over the uros back and head so it will help that skin shed. After that completely dry your uro. make sure there is apsolutly no water on your uro when you put him/her back in the cage. Then you are done.

I asked the same question a while ago because my uro was having a tough time with his shed too. Rather than soaking him (he never would've forgiven me) I just let him be. As he grew a little bigger, he was shedding like crazy! Large pieces of shed were just peeling off. Even his tail shed in three separate pieces easily. If your uro is still quite young, you may want to wait until he gets bigger and does it on his own. Keep him well hydrated through, it helps a lot.
Here's a pic of my uro during his shed.
