All reptiles illegal in Detroit?

I was watching one of those Animal Cops/Animal Cruelty shows the other day, and there was a case where a box turtle and a juvenile alligator were confiscated. The narrator claimed that it was illegal to own any reptile in Detroit. So later, I jumped onto municode.com and looked up Detroit's ordinances, and sure enough, it stated that all reptiles but turtles were illegal. What's the deal with Detroit?

It is becomming common in large cities.

NYC and Washington DC have bans.

How can they justify this? On what evidence? This is absolutely ridiculous!!!

Here's the wording from the Detroit section on Municode:

Sec. 6-1-4. Keeping of reptiles or serpents.
It shall be unlawful for anyone to keep or maintain any reptiles or serpents, except turtles, whether owned by them or not on their premises in the city; provided, that this section shall not prohibit a circus, zoo, serpentarium or the recreation department from keeping reptiles or serpents where the same are securely confined, insuring that the public will not be harmed.

In DC, it is illegal to possess a lizard or amphibian, but one can own a snake or chelonian. It's the way the health code is written.

So did they ban supermarket chicken to? After all this is where 97% of the salmonella cases come from and we really must protect the public. Also, we have to get rid of all the cats too since pregnant women can pick up an icky illness from them!
