Well, you can't say you don't want a skink that does'nt burrow, because they all animals love to have a little security. And no animal will ever be buried 100% of the time. BTS are BEST! (In my bias opinion, hehe) 
Thre most active skink will probably end up being the one that will be difficult to handle and squirm all over. I second that, Blueys are the best!!!

I was reading the skink forum. I saw your post and answering it this way since its a month old and you might not check it.
If you have atleast a 20 gallon long or something that size and you want a very active skink that doesnt bury to much , Get a Fire skink. Mine is very active loves to explore colors are amazing, 3 yrs old nEVER bit and just very easy to care for.
will even eat ground turkey,etc. Unlike other skinks that stay buried 70% of the time they dont.
You have to provide soil,etc something to dig in and things like dry leaves. Make it look natural they seem to explore alot while in non natural tanks they become timid.
I keep other skinks and by far find this the best. The key is to get a baby NEVER an adult as they never become outgoing but everyone I have spoken to saids the same thing ALL fire skink babies become very active and great non biting skinks.
The males can get to around 10 inches whilethe females much smaller but both have amazing colors.
they do need a good basking light with Uv any reptile bright lizard bulb is good.
as far as smaller skinks go. The sandfish,ocelated,ground hide alot but the 5 lined will be out about once a day and explore.
the berbers,golden,schneiders are hiders to but out a bit more as they love to bask but big biters.
The fire is way more colorful than any of the above loves to stay out and if gotten as a BABY excellent pet. they are active you must have atleast 20 gallon long.
