Wild alligator lizard: cat ate most of tail and chewed some

I found an Southern alligator lizard on the side walk being eaten by a cat I scared the cat off and grabbed the poor lizard and took it home nearly all of it's tail is gone one stub is starting heal but farther up the tail I noticed the cat was trying to chew it off so it could swallow a big bite so all the scales are absent in a single ring all around the tail but it's still attached. all of this damage is still past the vent. Does anyone know:
1.Do A. Skinks regenerate their tails?
2.Should I cut the tail off at the ring because it seems if I don't if might become infected.
3.what should I use to clean and perhaps bandage the tail?
He's in a 5 gallon tank filled with paper towels and he's under them I'm going to give him some water after this post.
Can someone please help?

Just let it heal, maybe you can rinse it in the sink with water.
