bearded scratching at his face

My bearded looks as if he is about to arm wave then starts scratching his face, he is not in shed and no mites present, and he is on newspaper, any thoughts, anything at all

he didn't happen to be wet did he? Some of my dragons do that when I mist them.

My dragons also do this when soaking or swimming.
He could also be shedding and itchy.
