You mate a male with a female. The offspring will be het for both of the parents. So to answer your question, yes a candycane can be het for butter. If the two snakes you are breeding are het for the same morph, you should get offspring showing that morph.
You may find it hard to find a good candy cane that is het for caramel (het for butter). It seems like many caramel hets have some amount of yellow encroaching on their coloration, even though they aren't caramel/butter. In a candy cane type snake, this would lead to a yellowing of the background and perhaps an oranging of the saddles...wouldn't be much of a candy cane then. Not all hatchlings carrying the caramel gene are yellow, but a good deal are and it may be hard to find what you're looking for there.

Never even thought of the effect of caramel on an amel cornsnake. But that sure is the case with mine. White is replaced with yellow!
