I'd say full grown would be a good time to determine sex for a uro. Since uro's grow at diff rates full grown just seems to be a good time to sex.
If you are trying to sex yours through a vet, if they can't determine it through looking down there, then they might have to do it surgically, but I'd never subject my mali to that.
