How do you get him to switch?
Thaw the mouse, get it warm.. possibly scent it with anything from chicken broth.. to the smell of rodent
(Some are successful with rolling it in the substrate. heh)
He should be interested in that.. and in combination with your second Q.. just open the cage while warmed and scented, if he doesn't perk up immediately and try to strike it from you, use some tongs or such and dangle it around the cage, get his attention.. he should grab it.
If that doesn't work, I know this method may sound crude.. but it works and was reccomended with fussy feeders by multiple old herpers from my society and have kept large boids for years..
Starve him for a bit, they can live up to a year without food, try every week.. scented, and everything and he'll get hungry enough soon.. I'd give him an extra week tops if he's as piggy as a Burm.

2.4.1 Leos
1.1.13(eggs) Beardie
1.0 Burm
0.1 Common Boa
1.0 Bp (Turns out, it's a 2nd burmese)
If your BP is presently feeding on live unscented mice, try offering it fresh killed, then graduate F/T slightly warmed mice. Warm them by placing them into a plastic Ziploc bag and submersing in lukewarm water
Don't go straight to scenting them just yet, as doing so may cause your BP to stop taking unscented mice altogether.
For movement, you can manipulate the mouse with a pair of tongs or forceps.
Good luck,
Jeff
