This is scary to me, because I dont know what to do about it, he's been like that forever. is it normal? or is it rotting? or is it just my mind because i am overprotective of my baby?
I used to see that a lot on my turtles and I believe its normal. It's simply the turtle growing bigger and so the shell of it has to grow bigger to. Maybe it's "cracking" because its being pushed out from the inside... it already has another layer growing from it I think.
So yes looks normal to me

One of my turtles also has this. His shell is surrounded by a 1-mm thick rim that's semitransparent. It's been like that since I got him (3 months ago) and he's been growing, eating and doing everything fine. So I wouldn't worry about it. 
That`s normal and is the area where growth occurs. (It`s also expecially sensitive.) On my turtle, it seems to become more prominent when my turtle he going through a faster growth period and less so when he is not. But it is always there and is nothing to be concerned about.
