is there something i can do to help my tort w/ a running nose? would this cause him not to eat? ay help or suggestions helpful

how long has he been like this? what is the habitat set up (size/water/temp/humidity)? is he stop eating alltogether? have you change the substrates or he's still on them bunny pellets from last week/month?
