ID question

I found this snake dead at Santa Ana National Wildlife Refuge, lower Rio Grande, Texas in early December, 2002. About 3' long, fairly stout body. Along a dirt utility road. Not directly adjacent to water. Riparian area. At the time I did'nt think it was some kind of garter snake, but now, looking over the pic and my field guide; I'm not so sure.
What do you think?

Looks like a Texas Patch Nosed Snake to me. (Salvadora grahamiae lineata)
