Use 2x2s for the frame, unless you are in an area that gets regular heavy weather (super windy, lots of storms, etc), then you may want to consider 2x4s for the frame. Pine works. You can seal it with outdoor varnish, just give it a week or two to air out. I would not go with screen to be honest. You can't keep your cham from getting to it and i've had my cham pull out 2 toenails (i later switched material). Also it isn't as durable/hardy as some other materials. For an outdoor cage I would go for 1/4" hardware cloth or if you can get it pvc coated hardware cloth (that's the best, i wish i could get it around here!!!).

what exactly is the cloth. Is like like clothing cloth or what. Is the cham able to climb it

Hardware cloth is like 1/4" grid made out of wire. It is very strong. Im not sure what it is made for specifically. you can look at a lot of the cam cage pictures on this site and see that the sides are made out of a grid-type of screen. That's hardware cloth. you can get it at any/most hardware stores. pvc coating is what is used on the handles of pliers. It makes the mesh softer for your cham's feet. It also looks nicer, imo.
you can probably do an internet search for it to get a better idea of what i'm talking about.
