could a pair of beardies be kept in a 48x12x20 tank?

No, I wouldnt do a pair in something that narrow. It sounds like you are describing a standard 55 gallon aquarium which isn't big enough to house two full grown beardies. A 75 or a 135 would be a much better option

that is narrow, unless its only 12" high, then it would be alright for a single adult bearded dragon. You may get away having that cage for a single adult dragon but floor space is very important for a dragon as well as some height for climbing.
