good news, it doesn't look like shell rot! Does it come off if you were to scrub it?
well thats good that its not shell rot... uh... yea some of it comes off when you scratch at it but other parts of it will simply not come off.
this is just retained shed. Wash your turtles shell with
warm water and see if you can gently remove a little at a time.
Don't force it as you want to make sure the shell underneath
is ready for the top layer to be removed.
