This is in reference to red-colored light bulbs but is a bit overstated.
It's a common misconception. First, it does not apply equally to all herp species. So it's not a matter of able-to-see vs. not-able-to-see.
Instead think of it as the degree to which red filters reduce the amount of visible light available to different herp species.
Red light bulbs will supply a small amount of visible light to all herp species, save those that are completely blind (some salamanders, for example). It's not much different from you being able to see slightly when you get up in the middle of the night and can see where you're going.
