Male rats are always ready to breed. Though their testicles are large, they shouldn't look like they are swollen. It's always best to house the male with the female(s) all the time, as rats can take awhile to get settled with eachother. Once they are both ready to mate and have babies the male will do his duty as soon as the female is ready.

IMO rats are always like that and it is just normal. Temp will have some bearing with how much shows...just like all boys.
