I am planning on building a cage 3'high by 3'wide. Is this big enough for an adult veiled?

The extra foot wide should make up for the less vertical space. Make sure you raise the cage EXTRA high on a tabletop or stand with it being shorter. Make sure the very top of the cage is roughly 6'6", above the head of just about anyone, unless you're super tall then make it bigger

What sex of cham? Females tend to be smaller than males, and can use slightly smaller cages. For males i think 4x3 is good at the MIN. 5-6' tall is the best for males.
