Foil tape and flexwatt?

I have been reading all the recent posts regarding the safety of flexwatt and the possible causes of failure.
I am installing flexwatt to my shelf style rack system right now. I have the tubs sliding in and out over the heat tape. I now know this can cause wear and failure.

Can the entire surface of the tape be covered with foil tape? There will not be air circulation between the heat tape and the foil tape or between the shelf and the heat tape. There will be plenty of circulation over the foil tape (covering the heat tape) though. Is this enough?

I would say you would be ok. Just watch it very carefully on the dry run...
