Eyes not opening well....

I just got 2 CB 6-8 month old stars about a week ago and it seems like they heac have trouble opening one eye. If i breifly soak them or dip them in room temp water they open them fine. The eyes dont seem goopy/infected and i thought i had their husbandry down pat. In this situation what am i doing wrong and what needs to be done to fix it?
