Yes, provided that the thermostat's wattage is the same or greater than the sum of the wattage of the two 11" heat strips.
only 11 ft of 11 inch heat tape at 20 watts, thermostate rated for up to 300 total watts.

Just dont exceed the limit on your thermostat and use all the same wattage size tape.
Arent the 11 inch rated at 20 watts?
If so then 11 of them would be 220 watts.Just fine.
Not sure what you have.If you have two racks of 11 each then that would be(22X20watts)440 watts.Which would be too much for a 300 watt thermostat.
