Should I put a Water Bowl inside Star Tortoise enclosure? or NOT

Some suggest:
Water should be available at all times for soaking and drinking if the tortoise chooses to do so.

The other suggest:
They should be soaked in lukewarm water every other day only coming up to their chins. They will drink and defecate at this time.

Does anybody experienced with Star Tortoise know which is better?
If I keep water bowl inside, will it affect the humidity?

...depend how big and lazy your torts are, if they are new aquisitions, keep a close observation and help them accordingly, it's usually a good thing to put water bowl in there so they can potty-trained @ an early stage... just make sure the location is safe, clean and unobtructive to prevent drowning...or worse; fliped over and drowned-a-la-aussie-style...
_humidity: that also depend on the water surface in ratio to your enclosure, you can gauge them but a shallow water disk shouldn't be much higher than your hide box unless you keep gold fish in there...errh.. a fish bowl
