I was fitting my american alligator with an enclosure. Is cypress mulch an acceptable to use around the pond area? Should there also be access to a 'pebble' area?

It would work but most likely your going to end up with a fair amount in the water and most likely covering the filter intake. Im not sure what your pond and surrounding area is constructed of but if you can figure out a way to make the pond "wall" high enough to keep less amounts of substrate from going into the pond then you can use something like topsoil. The best one IMO is plain old fashioned grass. It's safe and the grass keeps dirt from falling into the pond.
