An adult cage won't hurt, just make sure it is escape proof. They can breed at 18 months as long as they have some size on them. This can be achieved by feeding every 3 to 4 days. Sean
If you are putting a baby burm in a adult sized cage I would suggest you have at least 6 small hides in the cage so he can feel secure. If you just put one at each end ( hot and cold) your snake will more than likely get stressed out and not eat, get sick, etc, etc. But then again, maybe not.
As far as breeding goes 18 months is way too young if you actually care about the health of your snake. Maybe a male could breed at 18 months but a female needs to be at least 9 feet long and over 30 lbs, in my opinoin. Otherwise its kinda like a 13 year old having a kid...yeah, she could but her body isnt ready, physically or psychologically.
Also, my understanding is that when you powerfeed a burm (or any snake) to get them to breed as fast as possible you significantly shorten their lifespans. Which is animal abuse in my mind.
Just my thoughts...
