I'm in Texas and the Wal-Marts in my area do sell it. However, my local herp shop is very close in price so I usually buy from them, I figure they deserve the $$ more than Wal-Mart.
I would suggest wood chips or wood sheds over mulch. They're normally cheaper, and easier to deal with in small quantities. Works well with low humidity snakes, such as ratsnakes.
Mulch (if bought in bulk) generally is inhabited by many kinds of pests, so your asking for trouble for you and your snakes. You can buy it "sanitized", but it is more expensive that way. If you desperately want mulch for just a couple snakes, orchid bark is a good bet. Repti-bark is also good, but expensive as well.

I think when it is referred to as "mulch," in reality wood shavings or chips are being referred to. I've never seen a true aspen mulch, actually. mine do seem to like the shavings better than the chipped.
