Getting Desperate!

My son caught the beautifulest(is that even a word?)Garter snake I have ever seen, especially for our location,Burnaby British Columbia, Canada. Most Garters around here are quite drab, but this one is a bright coppery-gold with orangey stripes down the back and both sides.

Anyways, it is a juvenile and about 10-12 inches long and we are desperate to get him/her to eat. we've tried small feeder minnows, feeder fish scented pinkies, raw mushed up fish, and
various worms and bugs. All with no luck. I fear that it may be too late to let him/her go, it is quite cold here now. ANY help
would be greatly appreciated!

It MAY be possible to just brumate him for the next several months, in the dark with lower temps. Some people prefer not to brumate juveniles, though. I'm also assuming the snake is otherwise healthy and does not appear thin.
