it's a graptemys of some sort, but without a field guide in my hand I can never tell these guys apart.
Looks to me to be a G. caglei X Trachemys scripta ssp. hybrid. My second guess would be G. caglei X Graptemys n. nigrinoda. Some of the turtle breeders in China are really into crazy hybrids like this one.
