Andean not shedding...

I have a hatchling andean that has gone through blue phase and shed it's head but has not shed the rest of it's body. The skin isn't even loose for me to soak and help. He is in the dull color, white belly phase like he is about to shed but not. What can I do?

This is certainly odd.
The head has shed (for sure)and the rest is definitely not buried somewhere in the cage right?
Mine do the same thing from time to time and I soak them for 20-30 minutes in and inch of water or leave them in a cage on a clump of wet newspaper and a fat rock overnight.
The skin may not have softened enough on the initial attempt, I'd try again with a longer soak time.
Keep the snake and the water warm please.
