Is a 40gal. breeder large enough for a full grown mali?

Our Uro mali has lived very happily for four years in a 40-gal breeder. He's about 32cm (12.5 inches) long from nose to tail-tip, and quite mild-mannered.

I think it depends on how much the Uro is let out of the cage to roam, and on the size and temperment of your specific Uro.

My now-adult Uro lived in a 40 gallon breeder for the past 6 years, to no ill-effect, though over the last year or so he seemed to be less happy with his confinement. Climbing the walls more often, wanting to come out of his cage more often, etc. I think it may be sufficient for them, but I would recommend a bigger size tank for their permanent enclosure if you can swing it. I recently constructed a 2x4 ft enclosure for my Uro, and he uses every inch of it running around, and has been climbing the walls much less frequently.
