I once had the same problem with my own snake. The most resonable of all the solutions I came across was to use a warm, wet washcloth as a "hot" compress. Do it a few times a week for about two weeks, and the snake should be able to rub it off.

I had this issue with my blood python. I was told to go and by "artifical tears", which is used for people with dry eyes. I would put some drops on a q-tip and rub the eye gently with it. Within a couple of minutes the eye cap came right off. You can find this in and drug store. I have also had a snake with a dent in the eye and used this to keep the eye moist and within a few days her eyes were smooth again.
I had the same problem with my red milksnake. I thought that I had gotten it, but I noticed the other day it was still there. If she would have been a bigger snake, I think I could have gotten it, but she is a baby. I took her to the vet, and they got it. I only paid $66.00 including a fecal. I feel much better now. They took the spectacle off, and her fecal was negative. If you can't get it, or you are really worried about it, and you are not experienced at getting the eye caps off, then I would get a vet to do it. Your snakes eyesight is at stake if you mess up.
