The only protected species are the CaneBrake. According to Fish and Game as of a conversation I had with their Richmond office just a few weeks ago Timbers are considered a different snake than Cane's and are allowed.
Wild caught specimens are seemingly under only one rule.....you can only have up to 5 of each species. Outside of that, your local city or county regulations might supercede those rules and/or add to other restricted animals like large boas or pythons or venomous.
There is no provision for breeding native animals in VA. You are allowed five individuals of each species if they are not threatened or endangered, but no more, and no permits for breeding or having more from out-of-state. So, you could have five eastern box turtles, five native cooters, and five yellowbellied sliders.
As for breeding non-native, I have no idea. Might want to contact VA Game and Inland Fisheries, as well as the county animal control or city hall for regulations.
