You are allowed to own 5 Elaphe guttatta guttatta, or E. g. guttatta crosses, without a permit. In order to breed and/or sell them, or even to own more than five, you are required to fill out and purchase a propagation permit ($12.50 per year). You'll need to contact the Virginia Department of Game & Inland Fisheries at the following address www.dgif.state.va.us/ go to the 'forms' section, and fill out the following form: Application to Possess, Propagate, Buy and Sell Certain Wildlife in Virginia - Fish. Yeah, the 'fish' form includes E. g. guttatta. From my understanding, even if you live out of the state and attend shows here as a vendor, you are required to purchase one of these permits.
