setting up tank for new ball

Help I need some advice on setting up my tank for my new ball, for now its home is going to be in a 20L,this is only temporary untill i find a more suitable cage. The tank is a glass tank with a screen top,I just need to know about heating the tank properly, I have a under tank heater for the warm side,do I need to also use a light above for a basking site? do I need to use a night lite? does the water need to be on the warm side or the cool side? I have hide spots on both sides.the hide spot on the warm side also has a basking spot on top. what are the ideal hot,cool side temperatures for day and night. Please any help you can give me would be greatly apreciated. also my humidity stays between 60% and 80% is this okay?
