Sulcata too small for age?

Hi
A friend of mine just gave me a rather small sulcata about 4-5 years old and not very big. It's obvious it wasn't feed correctly, not pyramiding really, just seems small. My question is when I get it on the right diet, will the tortoise grow to natural size, or will the lack of correct diet in the past have an effect on it's future growth?

The sulcata is 16.9 oz, so over a pound. Measures 5 1/2 inches long, and 4 inches wide.

Just for referrence...my guy just turned 5 years and is almost 20 lbs. I haven't seen alot of other sulcatas his age to compare though.
