Now the little guy keeps puffing up his throat. He is struggling to stay afloat. Should I take him out of the tank and but him in a small tank with a heat lamp and little water? Any thoughts would be appreciated.

I have 3 and they all do that at times, even when basking. I think it's just what they do when they breathe deeper or something. i never thought it was anything other than normal.
turtles use their throat muscles to pump air in & out of their lungs. that's normal.
