Florida Pines?

I live in Florida, where everyone is entitled to keep their very own Fl pine. What I don't understand is why there aren't permits to legally breed them. If every resident can only have one, then every resident that wants one will have to take one from the wild. On that note, anyone know where I have a high likelyhood of finding one?
