I have a zoomed basking bulb (uva but no uvb), at his basking site and a reptisun 5.0 over the whole enclosure, it is about 7 inces above his basking ledge.

basking sight- 110 degrees f
ambiant- 78 to 80 degrees f

is this a good setup for heat and uvb?

did you check out the temps in the DR? also, did you read the Nov.16th post by "cycluracornuta", he measured the ground temps in the DR. .
To answer your question, your setup sounds fine but the basking temp may be a bit low.
