First of all - is it build of polystyrene sheets? If it is you must remember to cover these polystyrene sheets with mortar or something similar. Polystyrene is vere toxic and if it is not covered the collareds (or mealworms or crickets) will rip it apart and eat some of it.
To your question - I would just put the second basking light in the middle of the cage over the sand. I have a cage with 3 basking lights - one of them over the sand just in front of a cave - and it seems that the collareds are fond of that one. In the afternoon/evening they shift between the cave and the basking light over the sand several times.

Yes, it's made out of polystyrene. I guess you can't tell from the pic but it is already covered in tile grout. Do you think I should put 2 or 3 basking lights in there?
I think the number of basking lights depends on the size of the cage and the number of collareds you will keep in there (normally one basking light per collared).
You can see one of my cages (the big one of them) where I have 3 basking lights. But depending on the room temp 2 or 3 of the lights are on.
