band of skin cutting into hondo's tail tip

i was moving one of my hondo's to another cage, i noticed the tip of his tail had skin on it. upon a closer look it seems to be cutting into it, it is the very tip, what should/can i do? should i go directly to the vet or is there something i can do to fix it?

i will treat it as a stuck shed for a today, if that does not work i will try to get the band broke some how. it looked cut because it is right on a small red band that looked like flesh at first but is just pigment
