I would need to know the size of the snapper to be sure that a 10gallon tank is suitable for it. I have mine is a 10 gallon tank and it is only about 4in in length. If it is any larger than this I would suggest getting a larger tank.
Ideally you would want a uv light and a heat light for the snapper. Unless the tank is close to a window where it can get some natural sunlight.
Gravel is fine for the bottom of the tank. Make sure the water is low enough so that at any point in the tank the snapper can sit at the bottom and still get air. Provide a few floating plants or other cover, something it can hide under.
Also, I would place a rock somwhere in the tank so he can climb out and bask if it wants too. Make sure it is not too close to the sides cause they are great climbers.
I would also suggest getting a filter for the tank. A regular canister tank would be difficult to use cause the water level will be so low, so an underwater filter would work. The cleaner the water the better. Petsmart and larger pet stores do sell aquariums that have a side panel removed so a regular canister tank can be used. That is what I have.
You can feed the snapper turtle pellets (Reptomin is good) and insects like worms, super mealworms, etc. They eat pretty much anything.
