Light Height

I have my Light hanging over my sav, 13.5" off his basking rock, and he is about 2 1/2"-3" when he flattens out to bask. I have just noticed today that he has a blister burn thing on the middle of his back about 1" square. The light I keep is 100 watt. How high should I have it. I did have it set up way on top of the cage about 3 feet from his basking spot, but I don't think he was getting hot enough. He was livinnng fine but it was only getting only about 80 degrres. If that hot. I have had it how it is for about 1 month and it just now appeared( does not surprise me, because I have heard alot about this). I would love the help.
