Beardie Frog Eyes!!!

Hi:
I live in New York, and have an adult male bearded dragon who has humungously bulging, watery eyes! (With an occasional cough). I brought him to Dr. Monaco and Dr. Hoeffer, who have administered both Cipro and Zitromax lingually for weeks each, as well as various eyedrops/creams. They claim they don't know what the cause is, and there is nothing else that they know of what to do for him. They say that because his eyelids have stretched out so much, they may never shrink back to its original size. I have also read in the FAQ section of Sandfire Dragon Ranch's website that this happens at one point in some of the bearded dragons' lives, but they're not sure why. This condition has been ongoing for over a year now with no improvement. However, the male dragon does successfully breed and eats very well. Does anyone have any suggestions on what I can do for him, or know any Vets in New York that I can bring him to? Any info. would be greatly appreciated. Thank you for your help.

Did they run any tests to try to find specific bacteria?
A couple years ago, I recall someone with a problem with staph infection in their beardies eyes. It wasn't here unfortunately, so I can't track it or the treatment down.

To my knowledge, they said blood tests and eye culture results came back as fine. They also wanted to take a piece of his eyelid, but I declined that option. Not sure what other type of tests to ask for. I wonder what type of test would check to see if he has an infection in his lungs...
