They are both great, just different. I will try and let you know some of the simple differences..
1. Size: Sulcatas get BIG, most leo's stay comparibly smaller (my leo is about 12"
2. Personality: some may argue but in my personal opinion I think that leo's are a bit more timid/shy, sulcatas seem more outgoing.
3. Diet: basically identical, except that an adult sulcata eats alot more of it
4. Housing, same as above, basically identical except a sulcata needs more space.
5. Looks: My preference is the Leo, much more pleasing to the eye, but than again I'm a sucker for all torts.
6. "Hardiness": Leos are usually considered a bit more suceptable to sickness.
7. Price: If this is a concern, DO NOT buy a tort, they can be very expensive (vet bills, housing, heating, lighting, food ect.) but sulcatas usually run $60-100 and leo's are more maybe $100-200...
If you have ALOT of space and dont mind buying alot of food, Id get a sulcata, I think BIG torts are so cool, but really, neither is any better than the other, they are just different..

I have had a sulcatta in the past and currently have two leopards and I would agree that sulcattas are more outgoing than leopards. Guess it depends on what you want in a tort. I do wish my leopards were more outgoing, but they are beautifully patterned.

...if you're after that "tunnel of love" backyard-project, the Sulcatta win handsdown ...which make that leopard looks like a "d**b blonde"???...
