Now that NY's "exotic animal" bill has passed, what exactly has changed in regard to keeping reptiles?

I know what species are banned and all, but what has changed for the keeping of reptiles that aren't banned? Where can I find information on what's been changed so that I can makes sure I comply with what I am sure are foolish rules for keeping reptiles made by people who really don't know much about the very animals they seem to think they are helping?
