Do Chams have a hibernation period? Do they eat the same as always this time of year?

Yes, some chameleons do hibernate (chamaeleo chamaeleon, for
instance). Some of the smaller species have a kind of hibernation
period too. I'll leave it to someone who knows more about them
to tell you which ones do.

Many of the chameleons will slow down and eat less in the
wintertime too.

Some species have a period of very low activity but it's not really hibernation per se. Breeders cool females of some species to slow down their egg production cycles. Depending on where you live chams do react to shorter daylength (even though the cage light cycle is the same) and I suspect the lower sunlight intensity. Our houses tend to be drier and cooler too and these things often add up for a cham to eat less and be less active. As long as the cham is drinking, basking some, and not losing much weight it is normal.
