Puzzling Temp Reading

I did a temperature reading with my Raytek temp gun on the 3" metal heat strip in the Freedom Breeder rack and was puzzled to find that the temp registered from the Raytek was much lower than the temp displayed on the Helix DBS 1000. The difference was roughly 8 to 10 degrees F. This was taken on the same level where the probe from the Helix was placed. I also did a reading over the hot spot on the aspen bedding in the Freedom Breeder box but the temp registered higher than the metal heat strip. Is it possible that the Raytek isn't registering correctly over the metal heat strip? Like somehow the surface temp on the heat strip is much lower than the heat that it actually radiates. Has anyone done this and experienced the same thing? Up until now I've always thought that the temp gun is fairly reliable, but now I'm not so sure.

If the metal is reflective the gun may be reading a temp other than what you are pointing it at.

This happened to use when we gunned aluminuim foil tape. The Raytec read about 70 degrees at first, then when we aimed at a different spot on the same heat strip it read an accurate 91 degrees.
