Where is a good place to look for sheets of PVC. Is it available at hardware stores?

First, I assume you mean expanded PVC, not regular PVC. Either way, hardware stores are not going to have it.
If you need full sheets, especially the 1/4" or thicker then it's best to look up plastic distributors in the phone book. Make sure to ask for EXPANDED PVC. You don't want the regular stuff, trust me.
If you just need a partial sheet, especially the thin stuff, then call local sign shops and ask for Sintra or the equivalent. They don't always know what expanded PVC is.
