Start with a captive bred snake would be my best advice. There are a number of breeders who have them currently and prices have come down a bit as people are having more success with them.
Keep them cool and humid. A humid hide box is a must for these critters. Minimal disturbances- they tend to be pretty shy compared to North American rats or the larger Asian rats. Don't feed overly large prey items. Mine do well with a few smaller items vs. one large prey item (rat pups or large hoppers).

As far as Japanese Forest Ratsnakes, I haven't seen any available recently. They are uncommon but beautiful little snakes.
