I don't remember the year, but I know it was a long time ago. Maybe in the mid '80's? I remember that they were trying to get on board protecting their wildlife and signing up with CITES, but didn't have the money to hire biologists, etc., to do population surveys as required to determine how many animals of a particular species could be exported without harming populations, so they just closed the borders to wildlife export.

Ernie Liner would know for sure. He was in Mexico doing taxonmy and field identification when the ban went into effect. He was unaware of it and his Morelet Crocs were confiscated when he brought them back. The crocs wound up at the Atlanta Zoo.
