Where to get a Russian tortoise?

I'm hoping to find a juvenile or sub-adult Russian tortoise. Is there a supplier or breeder that will usually have them on hand? What are the risks of buying a wild caught vs. a captive bred specimen, and is there anyone that deals only in captive propagated specimens?
